Internet gives a lot of transparency to the democracy : every citizen can do it, who wishs to reach every legal text and every parlementary debate. And even sometimes citizens can directly take part in the debates...
The Scottish Parliament has set up an "E-petition" system. It is not only an electronic version of the hundreds of petitions sent to the members of Parliament, each time when a bill is discussed. It is also possible to propose amendments to a bill or to address proposals to review a already voted law. The initiative comes from the civil society, from organizations and from individuals.
Of course the system has a frame, and if the online petition fills the demanded requirements, it must be discussed during the parliamentary meeting.
The system was recently nominated at the European eGovernment Awards, and has just been adopted by the German Bundestag.
Mr. George REID, President of the Scottish Parliament will come to speak about the e-petitions during the Forum, during the round table organized by the CALRE and the GCD.
