André SANTINI had announced it in his closing speech of the last e-Democracy Worldwide Forum: he suggests, with several other members of parliament, an amendment of French National Assembly’s rules to open electronic proceedings of petition.
The Scottish Parliament has set up an "e-Petition" system. It is not only an electronic version of the hundreds of petitions sent to the members of Parliament, each time when a bill is discussed. It is also possible to propose amendments to a bill or to address proposals to review a already voted law. The initiative comes from the civil society, from organizations and from individuals.
Of course the system has a frame, and if the online petition fills the demanded requirements, it must be discussed during the parliamentary meeting.
The system was recently nominated at the European eGovernment Awards, and has been adopted by the German Bundestag.
Mr. George REID, President of Scottish Parliament, had come to present it at the last Worldwide Forum on e-Democracy.
