For the third time since 2002, the inhabitants of Issy (Paris, France) elected their representatives to the District Councils via Internet, from 1 to 8 December. Extelia, a subsidiary compagny of La Poste, was chosen by tender to organize an election 100% full web.
On a voluntary basis (it should register in advance on an electoral list specifically created), 1659 inhabitants of Issy-les-Moulineaux (16% more than December 2005) had the possibility to vote by Internet from home, office or a polling station installed in their neighborhood, to elect four representatives to the college of inhabitants. 1176 votes were cast (a participation rate of 71%, up 7%). Each voter was given a week before the election code identifying hidden, enclosed, ensuring full confidentiality of the ballot. Once connected to the platform, they had to take this code, select its candidates and validate or modify their choice.
The counting, in less than half an hour, took place
December 8 in the presence of Andre Santini, mayor of
Issy-les-Moulineaux and Minister of State for Public Service, three
auditors (which followed the implementation of the ballot
throughout the process), candidates and more than a hundred residents
of the town.
